What Would You Do? PART 2 (2009)
Decide what is true/false, a correct/incorrect ruling or procedure, and how it should have been officiated or handled if incorrect?
Situation 9 – #8 dives for a hard driven ball (first ball over the net), gets her arm on it, and it ricochets off her heel over the net. R1 blows for a double hit. Incorrect Ruling - Rule 9-4-8 – A double hit is allowed on the first ball over the net when it is only one attempt to play the ball.
Situation 10 – The host team does not provide a libero tracker because they do not use a libero. The visiting team uses a libero. The officials allow the visiting team to track. Incorrect Procedure but allowable per OSAA Ruling – The home team must provide a libero tracker. If one is not available the visiting team may provide a libero tracker if they brought one with them. It is ultimately the home team’s responsibility.
Situation 11 – At the end of the match player #12 from Team A removes her uniform at her team bench. What can be done??? Correct Procedure – Per NFHS - Once a match is completed the referees do not have a penalty mechanism but should let the coach know this is not acceptable and follow the state association procedure for possibly reporting unsporting behavior which occurs after the contest is completed and the officials have signed the book and their jurisdiction is over. Situation 12 – During the match several players from Team B keep lifting up their uniform tops to wipe their sweat, exposing their bare midriffs. No penalty is given. Correct Procedure – This is not attractive or modest but the NFHS rulebook does not govern it. An official can suggest to the coach the girl’s wear undershirt of similar colors.
Situation 13 – Team A turns in their roster with no libero designated. Possibly correct procedure . . . here is where preventive officiating takes place. If no libero is listed on the roster, check to see if any player warming up is dressed as a libero. If yes, check to see if that player is listed on the roster wearing the number of their libero jersey. It is mandatory the libero be listed on the line-up.
Situation 14 – Team B’s home court is surrounded 10 feet away from the boundaries by carpet. The officials allow the servers to start their serve from the carpet area as long as they are inbounds when contact is made with the ball. Incorrect Procedure – Carpet is considered out of bounds and out of play. Think of it this way, an official would not allow a server to start her serve from standing on the bleachers. The same rules apply here.
Situation 15 - #15 goes back to serve. She tosses the ball and then catches it, the official calls reserve. She serves one point. On the next serve she throws the ball up and catches it again. The official blows the whistle for loss of rally. What is the signal? Illegal Hit – Signal #3 – See page 69 in the case book.
Situation 16 – Team B, Player #5 attacks a ball. Team A, #3 gets a hand on the ball for a block, then the ball is passed, set, attacked. The R1 blows the ball dead and signals 4 hits. Incorrect Procedure – A block does not count as a team’s first contact. Rule 9-4-3. By 2006 ruling 9-5-1c a blocker has to be close to the net and have her hands reaching above the top of the net to be considered a blocker. This is a tough judgment call and one that we interpreted differently when it first came out from NFHS. If you call this to the letter of the law take the time to explain why you determined the first hit was NOT a block (hands below the top of the net, etc.)
Situation 17 – Team A’s coach sees that Team B is out of rotation. Team A’s coach tells her captain to request a line-up check on Team B. The R2 denies the request. Correct Procedure – Rule 6-3-6. A coach or captain can only request a line-up check for her own team. Note: Team A’s captain can ask if that is Team B’s correct server.
Situation 18 – Team A is wearing red uniforms. During warm-ups the officials notice two players wearing white uniforms. What is the procedure? Check the roster to see if two liberos are listed before talking to the head coach. Approach the coach and explain that you see two girls in libero jerseys and only one girl can be designated libero per set. The girl not designated in the first set will need to change jerseys (off court of course) or put a jacket over her libero jersey.
Situation 19 – Team C #8 serves the ball to Team A and loses rally. #4 on Team A serves a ball that lands on the sideline about 10 feet from the end line. The line judge immediately calls it in (it was their sideline to watch) while the line judge on the opposite side line calls it out (not their sideline to watch). The R1 looked at both officials and went with the out call. Team C while regrouping knew the ball was on the line, did not see the official make the out of bounds call. The ball chaser rolled the ball back to #8 on Team C. #8 picks up the ball rolled to her while she is standing in the center of the court and the R1 blows the whistle for serve. #8 looks at the official in confusion when someone on the bench yells at her to run back and serve. She serves an ace. The girls are still confused but realize they should have rotated and a sub takes place. Now #9 who just subbed in goes back to serve. At point of contact of the serve the R1 blows their whistle for illegal server. The Team C captain questions the official. What do the officials do at this point? What should have been the proper procedure?
Before I respond I would love to get official’s feedback on what they think should be done at this point. I’ll send out the responses at a later time.
